Description: The transportation asset management decision-making process, while operating in an ever-changing environment, tends to overlook the issue of sustainability. This report serves to promote sustainable practices by conducting a literature review of existing performance measures. The report also outlines the Quality Function Deployment (QFD) matrix and the multi-objective sustainable (MOS) model, which facilitate selection of effective and relevant performance measures. The QFD matrix enables efficient performance measures assessment by weighing objectives, needs, and constraints; while the MOS model expands upon the model of pavement management systems to include multiple assets in order to accommodate TAM planning in various contexts.
Objectives: The objective of this report is to help transportation planners adapt their asset management strategies to include consideration of their present and future needs. The report aims to promote sustainable practices in order to support decision-makers as they optimize resource use, weigh costs and benefits for their transportation organization, and contribute to a safe environment within their community. This research serves to inform transportation planners as they choose performance measures that will most effectively serve their community.
Findings: This report demonstrates the effectiveness and the applications of the QFD matrix and MOS model in the selection of performance measures. The research team developed the model and found that it could inform the TAM decision-making process while incorporating sustainable practices.
Recommendations: The research team recommends the use of the Quality Function Deployment matrix and the multi-objective sustainable model in the selection of performance measures. The model considers performance in the context of a range of assets, and its use is customizable to the user’s needs and objectives. The tools developed by the research team promote long-term commitment to performance goals.
