Description: This policy paper addresses the challenges that policymakers face in an analytical framework while adapting to climate change, and presents decision-support tools to advance assessment practices. The paper introduces Real-Option Analysis (ROA) and Robust Decision Making (RDM), which respectively can be applied to investment decision-making and scenarios with significantly uncertain outcomes.

Objectives: This paper serves to inform policy makers of current climate change issues that pertain to transportation asset management, as well as to generate discussion of potential solutions to decision-making challenges. The paper highlights the need for development of decision-making models in cases of uncertainty.

Findings: There is an emerging body of evidence to demonstrate the risks climate change will pose for transportation assets. Policy makers will need to adapt to challenges such as continued use of assets under extreme weather conditions, and the increased need for maintenance and replacement of assets. This paper does not draw conclusions, but promotes discussion of climate change issues within the transportation planning community.
