Description: As an increasing number of small to mid-sized cities are implementing initiatives to promote renewable energy use, efficiency, and energy conservation, it is important to better understand how these cities have approached these issues, and the ways in which they have adopted clean energy policies and practices.
Objectives: Through interviews with ten representatives of targeted high- and low-adopter cities, this study investigates the methods through which these cities have promoted and implemented clean energy initiatives, and seeks to articulate and define best practices for other cities who seek to embark on such initiatives.
Findings: This study found that many of the cities under study had aggressively pursued clean energy opportunities for municipal operations, but far fewer had taken action to promote clean energy within their communities. However, the high-adopter cities that developed community-wide initiatives did so through a mix of community engagement and outreach methods.
Recommendations: Local officials who seek to promote clean energy in their cities should first implement energy efficiency and renewable energy investments in municipal services. Then, subsequent community engagement efforts should focus on incentive programs for local residents and businesses that are framed in a manner that emphasizes the environmental and non-environmental benefits of such programs. These programs and initiatives should be developed through collaborative planning methods, which can open up dialogue with local stakeholders, educate residents, and introduce outside expertise to the planning process.
