Description: As North Carolina DOT worked to improve their project development process, they aimed to include community interests in their long-range planning efforts. The Community Understanding Report played a critical role in facilitating these development efforts. This report details the development of the Community Understanding Report, as well as its uses and capabilities.

Objectives: In order to bring together long-range planning efforts and project development, NCDOT needed to include community interests as a part of their project development process. As a result, NCDOT chose to incorporate CIA into their CTP process, allowing for community interests to have a voice in the context of long term projects. This project developed tools to facilitate CIA efforts. These tools included the Community Understanding Report (for outlining community characteristics), a collection of relevant contacts, and a Stakeholder/Steering Committee (to secure stakeholder input). This report also details case studies on the implementation of the research findings.

Findings: This project produced strategies for identifying community characteristics and impacts, so that they may be included in long-range planning. In response to feedback from users during the pilot implementation process, the format of the Community Understanding Report was made more user-friendly. Additionally, the Community Understanding Report was found to be a valuable communicative tool between practitioners within the CTP process.

Recommendations: The use of tools such as the Community Understanding Report can be useful for planners seeking to improve their project development or long-range planning efforts by incorporating community interests. Communication between planning bodies is critical to the representation of stakeholders and community members.
