Description: This report examines the actions taken to respond to climate change in Vermont and other agencies in the region. The report includes papers on several projects, covering the factors that influence decision-making across funding prioritization and selection of performance measures. As climate change will require transportation planners to adapt their assets, this research aims to interpret their level of preparation to meet the challenges of a changing environment.
Objectives: This paper reports on the findings of several related projects conducted to observe current practices in sustainability and in transportation asset management in order to determine Vermont’s level of resiliency to climate change. The identification evaluation of current practices serves as a step towards improving and determining best practices for climate change adaptation.
Findings: As research on climate change continues to reveal future challenges for transportation asset management, this report finds that transportation planners have been slow to keep up. The report reveals room for improvement in sustainability, and the continued need for development in climate change adaptation strategies at the state level.
Recommendations: This report establishes an improved understanding of the elements of transportation planning which influence the development of sustainable policy. The research suggests that state agencies in Vermont, Maine, and other agencies in the region have not taken sufficient action to adapt to climate change, and identifies spatial data as a resource for targeting funding to build resiliency.
