Description: Although a policy may be effective at one DOT, it may not be effective at another, as agencies face different challenges within their communities. This handbook provides an overview of innovative transportation solutions at several DOTs making economical investments. Their successes and challenges, though they vary, can provide guidance for other agencies looking to improve their transportation planning processes.

Objectives: The objective of this handbook is to inform state transportation planners of innovative current practices in use among peer agencies in order to provide guidance for new projects. The original research was used to produce this handbook, which includes 8 focus areas: Revenue Sources; Revenue Allocation and Project Selection; Pricing; Increasing Transportation System Efficiency; Improving Options for Mobility and Access; Providing Efficient, Safe Freight Access; Integrating Transportation and Land Use Decision-Making; and Improving DOT Processes. The handbook highlights common challenges and presents strategies that can serve as solutions.

Findings: Different agencies achieve varying degrees of success when approaching challenges in their community. This handbook compiles innovative solutions and proposes current practices for use. The research reveals that there are many solutions to common transportation challenges, and innovative strategies can improve efficiency by meeting multiple agency needs.

Recommendations: This handbook recommends that state practitioners seek innovative solutions to transportation challenges, and apply successful strategies developed by their peers to their agency’s needs.
