Description: This guidebook provides strategies and tools for practitioners intending to develop safety policies for inclusion in planning documents. The guidebook introduces a planning framework for prioritizing safety and developing objectives and measures. The research also includes strategies for educating practitioners.
Objectives: This guidebook was developed to disseminate findings that will assist practitioners in incorporating safety into transportation planning. The project defined key principles for planners in order to provide direction and introduce safety priorities. These principles constituted the Transportation Safety Planning (TSP) Framework. The framework was then implemented in seven states, and their feedback and experiences in educational workshops contributed to the finalized educational materials produced by the research project.
Findings: The project’s original research investigated strategies for safety planning, and the research was used to produce guidelines for transportation planners. Safety measures are consistently important – effective practices establish safety as a high priority, and prevent accidents.
Recommendations: The research team recommends employing the TSP Framework to develop safety measures, and identifies strategies and challenges that practitioners should consider. Areas of improvement for incorporating safety into transportation plans include communication, consistency between planning documents, use of data, prioritization of safety, and effective leadership.
