Description: The emerging importance of livability as a planning priority has created a need to develop knowledge of livability concepts. The National Association of Regional Councils conducted this literature review to establish an understanding of livability and how it is currently implemented at various organizations. This report introduces livability concepts and identifies common themes emphasized in planning documents.
Objectives: Through analysis of over 130 planning and policy documents, the research team sought to standardize livability concepts and disseminate current practices. The research team aimed to provide an informational resource that practitioners use to could gain an understanding of livability, and implement effective measures.
Findings: Although sustainability and livability can function as separate concepts, the research revealed that the flexibility of their definitions allows practitioners to employ them together and adapt concepts to an organization’s priorities. Common livability concepts among the documents analyzed included increasing transportation options and prioritizing the needs of aging citizens.
Recommendations: The concepts of livability are adaptable to the circumstances of various communities, offering practitioners the opportunity to incorporate livability through practices that meet specific needs. This report can inform practitioners and guide selection of practices to implement, and recommends further research on livability concepts.
