Description: In order to minimize the risk of funding withdrawal, transportation agencies must ensure that projects conform to related local, regional, and national plans and programs. TxDOT outlines their approach to project development, and their strategies for maintaining project consistency with planning documents such as MTPs, TIPs, and STIPs.

Objectives: The objective of this research was to develop a strategy for Project Consistency Management. The goal of streamlining project consistency at TxDOT is to minimize delays that occur when federal funding is withdrawn from projects. The study included a literature review, interviews with staff and stakeholders, analysis of processes and practices, assessment of need, and development of solutions based on previous findings. The information gathered was used to develop tools to guide Project Consistency Management at TxDOT and other agencies.

Findings: As projects evolve and change, the research team found that ineffective communication is the greatest obstacle to project consistency. Changes within the project, and external changes such as changes in legislation, pose risks for project consistency. The research team found that early detection and improved communication can prevent inconsistencies.

Recommendations: The research team endorses close internal and external communication, and additionally produced tools and recommended practices as part of the project. Their project consistency guidebook (PCG), supplementary information document (SID), and project consistency checklist provide useful information on project consistency and present strategies for maintaining it.
