Description: The City of San Diego is currently challenged with peak-hour high traffic congestion and a rapid population increase. There has traditionally been a focus towards the automobile traffic congestion problems, but this research is addressing quantifying non-motorized traffic congestion and how to increase bicyclist comfort and ridership. The report informs the city’s transportation planners of relevant tools and recommendations towards improving bicycle facilities.
Objectives: This research aims to develop methods to quantify bicycle facility management and assess the various factors that affect the bicycle network. The report used spatial datasets from the San Diego Geographic Information Source to analyze the external factors and levels of traffic impacting bicycle congestion. This data analysis produced detailed maps of San Diego’s bicycle network, the mobility provided by individual levels of the network, and methods for developing a bicycle stress network.
Findings: The data analyses method developed by this research project is a relevant tool that allows transportation planners to generate bicycle traffic maps based on specific roadway attributes. The researchers found that the current San Diego system generates solutions to provide mobility to the bravest cyclists, but ignores the other type of bicyclists that are categorized in the report.
Recommendations: This report recommends San Diego planners to develop performance management measures that provide all types of bicyclists equal facilities and comfort. Through the use of their data methodology, the report can guide San Diego transportation planners to implement a low-stress network to make cycling a viable mode of transportation to all citizens, and increasing the total number of cycling trips in the city.
