Description: This guidebook provides strategies and effective practices for transit agencies and other partner organizations intending to move towards a performance-based process in transportation planning and programming. The guidebook introduces a framework that illustrates how agencies can integrate PBPP into their traditional planning and programming processes.

Objectives: The guidebook was developed to disseminate findings that will assist transportation agencies to achieve desired outcomes for a multimodal transportation system. The guidebook includes background information about a PBPP approach that includes long range transportation plans, federally-required plans and processes, and other corridor, investment, and modal plans.

Findings: The research conducted to produce this guidebook found common themes of successful implementation of a performance-based planning and programming from example DOTs, MPOs, RTPOs and transit agencies across the country. The guidebook also found the most effective practices to assist agencies in incorporating PBPP into existing planning processes.

Recommendations: The guidebook recommends transportation agencies adopt a PBPP approach to guarantee transportation planning decisions are carried out based on their ability to meet desired goals. The approach recommended also encourages agencies work with stakeholders, local community, and other agencies while transitioning to PBPP decision making.
