Description: Involvement in large-scale planning efforts offers an opportunity for the voices of stakeholders to be heard and represented across community boundaries. For this reason, rural planners especially can benefit from participation in programming as part of a megaregion. This white paper provides an overview of current practices, opportunities, and challenges for RPOs working in the context of megaregions.

Objectives: The objective of this white paper was to establish and share an understanding of the role of RPOs in planning as part of a larger community. The research team conducted a literature review, discussions with representatives from the National Association of Regional Councils (NARC) and the National Association of Development Organizations (NADO), several case studies, and discussions with three RPOs applying exemplary planning practices. This white paper provides guidance for RPOs developing their role in the context of a megaregion.

Findings: This research developed best practices for planners based on the ongoing activities at exemplary organizations across the United States. The activities observed provide insight on many aspects of large-scale planning, including building strong partnerships, improving communication, establishing priorities, developing the economy, overcoming challenges, and cultivating support.

Recommendations: Rural planners can access valuable resources, partnerships, and benefits for their community by participating in planning for their surrounding megaregion. The strategies covered by this white paper span a broad range of topics, and can serve as examples for agencies that have needs and characteristics that are similar to those of the RPOs examined by this research.
