Description: As transit demands increase in future years, transit planners must adapt and continue to provide options for network users. This research presents transit-oriented development as a strategy for accommodating users by providing service in proximity to residential areas, thus coordinating urban development with transit route planning to increase opportunities for users and maximize ridership. This report provides information on TOD practices for transit planners and state policy-makers.

Objectives: The objective of this research is to inform practitioners and policy-makers of the benefits and challenges of transit-oriented development. Knowledge and discussion of TOD will facilitate implementation at the state level, with the goal of increasing transit ridership and providing transportation options that better serve the community. This report details future challenges and opportunities for TOD, as well as current practices, including focus on the history of TOD in five states.

Findings: There is an emerging body of knowledge of transit-oriented development practices and their benefits. This report serves as a resource for practitioners seeking to incorporate transit-oriented development into their planning processes. The research found that agencies across the United States are experiencing diverse ranges of benefits from TOD, and are employing varied investment strategies in order to implement TOD. Benefits of TOD include but are not limited to compact development, economic growth, increased mobility, effective use of funds, and emissions reduction.

Recommendations: Implementation of transit-oriented development can have a broad range of benefits for a transportation network as well as for the surrounding community. Practitioners and policy-makers should consider local needs and the ways in which their transit system can combat challenges within their community. Increasing location efficiency works hand-in-hand with incorporating TOD practices into planning efforts.
