Description: The research interprets the impacts of transportation land use and suggests methods for evaluating the costs and benefits of planning decisions. Land use impacts are often overlooked, although the costs and benefits of land use decisions are of particular importance to transportation planners. Land use impacts range from housing costs to community health, indicating there are optimal planning strategies to promote economic, social, and environmental health. This report evaluates the effects of transportation land use, detailing its direct and indirect impacts. It summarizes and reviews previous research, while discussing evaluation techniques for decision-making according to a community’s characteristics and needs.

Objectives: Develop methods for transportation planning that take into account the direct and indirect impacts of various transportation land use patterns on development. The objective of this research was to consider the various costs and benefits of transportation planning decisions in order to evaluate effective methods for land use. The research considers the economic, social, and environmental impacts of land use patterns through evaluation techniques such as comprehensive project analysis, monetized impact evaluation, and multiple accounts evaluation (which relates to specific planning objectives).

Findings: There is an emerging body of evidence to support the use of smart growth policies in transportation planning. 2nd finding: There is an emerging body of evidence to support the use of smart growth policies in transportation planning. 3rd fining: There is an emerging body of evidence to support the use of smart growth policies in transportation planning.

Recommendations: The report does not serve to recommend specific transportation planning decisions, but rather to inform them. This research equips the reader with statistics and analysis of the impacts of transportation land use patterns. It illustrates the benefits of smart growth development and optimal levels of sprawl, and provides evaluation methods for comparing alternative planning decisions depending on their impact and the needs of the community.
