Description: Considering the increasing popularity of the bypass alternative in Florida’s strategic intermodal system, local governments must become aware of the observed implications of bypass planning and impact mitigation. These bypasses improve accessibility to surrounding land; however it generates negative impacts for pedestrians and bicyclists in addition to decreasing communities’ natural and cultural features.

Objectives: The objective of this research is to determine practical enhancements for the Florida DOT’s current policy and practices regarding bypass constructions. In this report, researchers reviewed nationwide bypass studies as well as conducting their own study focused on the specific potential impacts of bypasses in Florida’s local communities.

Findings: The research observed that current practices focus on mobility and direct impacts, and neglect addressing the indirect effects on lowering other community aspects such as livability, community character, and local mobility. The report found limitations in data availability for bypass assessments and a lack in variety in processes for solving the indirect implications.

Recommendations: For small and medium-sized communities in Florida, this report provides enhancements for the sociocultural evaluation process and suggests new methods and policy for addressing bypass construction issues. The report also recommends continuous research and review of Florida bypasses to further inform transportation agencies on their bypass assessments.
