Description: Identifying priorities for investments begins with an understanding of need and returns on investment. Current performance reporting practices tend to communicate the use of resources and internal process within the organization using the resources. This guidebook encourages reporting on outcomes, instead, to offer insight on the results of investment and future areas for investment.

Objectives: The objective of this guidebook is to inform performance reporting practices in order to facilitate effective prioritization of investments. The guidance highlights the benefits of performance-based decision-making, and the challenges of meeting the expectations of the public. This guidebook encourages transportation planners to seek input from the public to build their confidence in investments, and to fulfill their needs and desires for the community.

Findings: Communities can improve their performance-based investment decision-making in a variety of ways. Innovative performance reporting comes in many forms, ranging from cost reductions due to project audits instituted in Tennessee, to direction of funding to heavily trafficked areas within a congestion index used by the Sacramento Council of Governments. Increased transparency, better advocacy for funding, and development of an outcome-oriented approach are among the focus areas of this guidance.

Recommendations: Successful performance reporting practices inform the expectations of the public and foster confidence in future investments. With community input and a better understanding of investment outcomes, investments can be prioritized more effectively. The practices outlined in this guidebook can facilitate the development of strong performance-based decision-making processes.
