Description: Metropolitan planning is critical to progress and development throughout the nation. This guidebook documents the innovative practices that have been developed for use in MPO planning efforts. The document offers guidance to inform growth, improvement, and innovation at MPOs so that they can effectively meet the needs of their communities.
Objectives: The objective of this guidebook is to inform development and implementation of MPO planning processes in order to promote sustainable practices. The guidebook employs case studies as examples of the practices outlined, demonstrating MPO planning at work in peer agencies nationwide. The focus areas of this guidebook are long-range planning, engaging communities in regional decision-making, utilizing all available funding tools, using data to inform investments, providing technical assistance and collaborating with local communities, improving regional freight planning, and MPO planning outside the realm of transportation.
Findings: Many innovative practices have been developed and are in development at MPOs nationwide. MPOs with strong leadership and programming can serve as advocates for the voices within their jurisdiction, representing the needs of their community members and fulfilling their responsibilities to their stakeholders.
Recommendations: This guidebook promotes the development and implementation of innovative practices for MPOs. MPO planners should seek innovative solutions to achieve their goals, and this guidebook offers insights on a broad range of topics. Organizations can adopt the recommended actions within this guidebook, or adapt them to the needs and characteristics of their community.
